INTO the water the kelp will tangle around your leg
Ya know when you go to the ocean and you see all that ookie kelp floating (and you know if you get INTO the water the kelp will tangle around your legs and you think you're going to drown or you think it's a Kraken and you'll be eaten)...well, there are teeny tiny fish nibbling on the kelp. If you put only your toes in the water they think your toes are those bulbous thingys on the kelp and they will nibble on your toes. Tickle-y things they are. That's what this image is: tickle-y fishies amongst the kelp. That is what the Kraken told me to tell you anyway. That is all.
